In order to meet regulatory requirements and mission goals, Department of Homeland Security (DHS) requires subject matter expertise capable of providing extensive technical guidance to achieve and exceed program requirements. This team will include scientists, technical experts and knowledge management professionals experienced in the areas of engineering, chemical engineering (including but not limited to petroleum), chemical facilities’ processing practices, toxic industrial chemicals, risk/threat assessment and characterization, chemistry, industrial health and process safety engineers knowledgeable of the Maritime Transportation Security Act (MTSA) of 2002 and applicable regulations to assist with the following:
a) Program Development and Implementation
b) Consequence/Risk Assessment
c) Chemical Security and Inspections
d) Specialized Training
DHS will require these experts to support the following areas: analysis, design, engineering, and knowledge management skills to identify and validate chemical properties and potential chemical hazards, perform risk modeling of various types, support inspections, validate and characterize existing or potential chemical agents, retrieve data from public and government literature, modeling, and studies to support ISCD/ISCP legislative requirements and to provide technical assistance to the chemical sector. Training in the areas of process safety, risk management, hazardous materials/process hazard analysis, incident investigations and related areas will also be required
